Re-Testing Guidelines
The Baltimore County Fire-Rescue Academy, in conjunction with career station personnel, conduct training and certification for personnel to drive fire apparatus. Candidates who do not successfully complete all parts of the initial evaluation will be required to re-test. The procedures below outline the process for re-testing.
Emergency Vehicle Operator Guidelines
EVO Provisional (Learner's Permit)
The passing score for the EVO Provisional examination is a 70%. In the event the candidate fails to achieve a passing score, he or she may schedule a re-test with the FRA no sooner than 2 weeks of their initial test date.
EVO Licensing Test - Practical Evaluation
The candidate must successfully complete all three skills related to the operation of the vehicle: a pre-trip inspection, basic vehicle control skills, and an on-the-road test. If an applicant fails any skill, they must remediate at their assigned station with station personnel and submit a Form 51 (available on BCnet) to the FRA. The station officer may then submit a Driver Turn-In and EVO Request to schedule a re-test. If there is a failure of any skill on the closed course (e.g., pre-trip inspection or basic vehicle control), the candidate will not progress to the on-road test.
The following documents are required in order to facilitate a re-test:
- Current driver's license and Red Card
- Form 330 (for the day of testing)
- Completed Form 51 for any failed skill/section
All documents submitted for the initial evaluation will be kept on file at the Fire-Rescue Academy until the re-test is completed. They will be submitted for certification and clearance processing upon successful completion of the re-test.
Engine and Truck Turn-In Guidelines
The candidate must successfully complete all established skill cards related to the operation of the vehicle as well as an on-the-road test.
Failing One Skill Card
If an applicant fails one skill card, he or she may re-test on the same day (if an additional evaluator is available) after receiving remediation for the failed skill and signing a Form 51.
If an applicant is unable to retest on the same day, a retest can be scheduled by submitting a Driver Turn-In and EVO Request no sooner than 2 weeks of the initial test date. The completed Form 51 must accompany the candidate on the day of the re-test or the applicant will not be allowed to re-test.
Failing a Re-Test
If an applicant fails a re-test, the applicant will be required to restart the entire process, including the In-Station Training requirements listed on the Turn-In Procedure checklist. The applicant must return to their field assignment and re-train with their shift. They will not be able re-test within a three (3) month period. A Form 51 for all failed skills must be completed by the company officer before the candidate can schedule a re-test. All Form 51s must accompany the candidate on the day of the re-test or the candidate will not be allowed to test.
If a candidate must return for an additional evaluation due to a failure of any skills, the complete evaluation must be accomplished within 6 months of the original test date. Any candidate who does not complete the entire evaluation in that time period will be required to restart the entire evaluation process, regardless of past progress.
