Emergency Medical Services to Firefighter Bridge Program
The EMS to Firefighter Bridge program allows current career members of the Baltimore County Fire Department who are Emergency Medical Technicians or Paramedics to be cleared to function as firefighters on suppression equipment.
Candidates must possess the following prerequisites to be considered for the EMS to Firefighter Bridge Process:
- Firefighter II (MFSPQB, NBFSPQ, IFSAC or DoD-IFSAC certification)
- Clearance through Mercy Employee Health Services for Firefighting Activity
Please note: Members of the department who entered in the 105th Recruit Class or later must first receive medical clearance for firefighting activity. Station officers should contact the Safety Office to request an EMS to Firefighter Bridge Physical.
Bridge Clearance Process
- Applicants who meet the prerequisites may request the Firefighter Bridge In-Station Objectives Packet. Once the packet is received, the EMS to Firefighter Bridge Receipt of Packet must be returned to the FRA in seven (7) days.
- When the applicant has successfully completed the In-Station Objectives portion of the Bridge Packet (sections I through XIII), the station officer will submit a Form 5 Training Request to secure a date with the FRA to complete Section XIV. Maze Prop.
- When the applicant has successfully completed Section XIV. Maze Prop of the Bridge Packet, the station officer will submit a Form 5 Training Request to secure a date with the FRA to complete Section XV. Live Structural Burn.
*Note: The Maze Prop and Live Structural Burn can not be scheduled or completed on the same day.
- When the applicant has completed all sections of the Bridge Packet, the station officer will submit an EMS to Firefighter Bridge Turn-In Request. to secure a date to complete the turn-in process.
- The candidate will submit the completed EMS to Firefighter Bridge Turn-In Packet on the day of the test. At the FRA, the candidate will complete the eight Basic Firefighter Skills Cards (PDF). If a candidate completes all of the requirements they will be cleared to function as a firefighter.
*The turn-in packet MUST be physically with the candidate during each part of the process when reporting to the FRA for testing or the candidate will not be permitted to complete the process.
Failure of Skill Stations
Failing One Skill Station
If an applicant fails one station they can re-test on the same day after receiving remediation for the failed skill and signing a Form 51. If the applicant fails the re-test, they will then follow the same instructions for those who fail two or three stations on the first attempt.
Failing Two or Three Skill Stations
If an applicant fails two or three stations, remediation will be conducted at the member's station with their company officer. A From 51 must be completed for each station failed by the company officer and the candidate must schedule a re-test by submitting an Online Training Request no earlier than two weeks from the initial test date. The candidate will only be required to re-test those skills failed during the first attempt. All completed Form 51's must accompany the candidate on the day of the re-test or the applicant will not be allowed to test. If the applicant fails a re-test, they will then follow the same instructions for those who fail four or more stations.
Failing Four or More Skill Stations
If an applicant fails four or more stations, or if the applicant fails a re-test, the applicant will be required to complete the entire process over including the in-station packet, maze, live fire, and all eight skills check-offs. The applicant must return to their field assignment and re-train with their officers. They will not be able to re-test within a three (3) month period. A Form 51 for all failed skills, as well as a new In-Station Objectives Packet, must be completed with the company officer before the candidate can schedule a re-test. All Form 51s and the new packet must accompany the candidate on the day of the re-test or the candidate will not be allowed to test.
Please note: A bridge packet is only good for a period of twelve months from the date of issue. If an applicant must complete an additional in-station packet, the 12-month period begins the date that the new packet is issued.
